PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

Approval of minutes from August 17,2021 meeting.

StreetsLA is planning a repave project along Manchester between Sepulveda and Lincoln Blvd. As part of the repave project, restriping will occur and there is a proposal to repurpose segments of the parking lane that are underutilized and sometimes a nuisance for local neighbors. To summarize, here are the changes proposed:

Eastbound Manchester
Lincoln to Emerson: preserve parking
Emerson to Sepulveda: upgrade bicycle facility to protected bike lane

Westbound Manchester
Sepulveda to Georgetown: upgrade bicycle facility to protected bike lane
Georgetown to Lincoln: preserve parking

The objective of the proposal is to mitigate ongoing parking complaints by local residents, upgrade the existing bicycle facility per the Mobility Plan, and build a bicycle network in Westchester that connects residents to local businesses, destinations, and other transit amenities while creating a safer environment for all users of the road.

SB9 & SB10 have been signed into law. What’s Next?
SB9 & SB10 allow developers to build multiple units on single family lots without community or city planning input. Where did these bills come from and what do they mean for our community? Tracy Thrower Conyers, a PLUC Committee member and community activist will give a presentation on the history of these bills and what happens next.

Westcoast Grill (Formerly Chicago Ribs)

ZA-2021-5576-CUB

The applicant is requesting a Conditional Use Permit (CUB), pursuant to the provisions of Section 12.24-W-1 of the Los Angeles Municipal Code, to allow the sale and dispensing of a full line of alcoholic beverages for on-site consumption with ancillary off- site privileges with to-go food orders, in conjunction with an existing 2,983-square-foot restaurant with 112 seats. The project scope includes limited live entertainment with no amplified music. Proposed hours of operation are from 6:00 A.M. to 2:00 AM, daily, in the [Q]C4-1-CDO Community Commercial zone.

Under LAMC 12.17.6/LAMC 12.24.W.4 applicant is requesting a Conditional Use Permit (CUB)to remodel an existing building to be used as an Auto Body Paint and Repair Shop.
Under LAMC 12. 17.6, LAMC 12.24 W.4, LAMC 12,27 applicant is requesting a Zone Variance permit to allow the use of Paint Booths on the premises as there are a few parcels zoned residential within 500 feet of the project site.
Project is on an 18,000 sq. ft. lot and proposes 15,946 sq. ft. of shop floor and 2,054 sq. ft. of office space.
Existing parking lot has 53 vehicle spaces ( city requires 25) and 5 bicycle spaces ( city requires 4).
Hours of operation Monday – Friday 7:30 AM – 5:30 PM. All repair activities will be conducted indoors and completely screened from public view.

Hours of operation Monday – Friday 7/30 AM – 5:30 PM. All repair activities will be conducted indoors and completely screened from public view.
