- Approval of Minutes of March 4, 2025 Board meeting
- Receive and file the February 2025 Treasurer’s Report and MER
- Motion to recommend that the Del Rey Lagoon Specific Plan be incorporated into the Community Plan Update, currently underway and issue a Community Impact Statement.
- Motion to approve FY 2025-2026 Canva License Renewal, Canva Pro license will cost approximately $130 annually. This expenditure will come out of the Office Budget.As you may know, EmpowerLA has been supplying Neighborhood Councils with one (1) Canva Pro license under the EmpowerLA team account. This license allows Neighborhood Councils to access branded templates and designs to support Neighborhood Council outreach with flyers, social media, and email graphics, and more. In light of the ongoing financial challenges the City of Los Angeles is facing, beginning in Fiscal Year 2025-26, Neighborhood Councils will be required to opt into their Canva Pro license and be invoiced for the license(s) they wish to purchase. Each Canva Pro license will cost approximately $130. By purchasing Canva Pro licenses through EmpowerLA, Neighborhood Councils will continue to have access to the suite of branded templates and designs created and shared by the EmpowerLA staff.
- Motion to support the Application as presented including two exceptions from the Specific Plan Exemption as further identified in the “Project Description, Findings and Exhibits Attachment including allowing the height to be measured for the project’s first 38 feet to be measured from the midpoint at the top of the curb height and an exemption from the Coast Bluff Specific Plan to allow the overall height as defined to be 49 feet 11 inches instead of 45 feet.
- Motion to approve a letter to LADWP regarding the NCWP concerns with the proposed retirement of the Scattergood Generating Plant and conversion to hydrogen fuel mix without and EIR regarding the production, delivery and storage of hydrogen and its environmental impact.
- Motion to ask Councilwoman Traci Parks to explore implementing policies through laws that limit ownership from foreign investors to buy homes and condominiums they do not intend to occupy or lease out.
- Motion to approve pending WRACE Motion“Whereas the recent devastating wildfires have left the LA streets and landscape covered with a multitude of toxic chemicals, heavy metals, hazardous materials, ash and fire debris;“Whereas the recent heavy rainstorms have washed an enormous amount of this toxic material down to our coastline;“Whereas the EPA and FEMA, against strong public opposition, have chosen to use the beach lots along our coast as sorting sites;“Whereas our beaches are now covered with hazardous fire debris and black sludge;“Whereas no significant water/beach testing information has been released to the public;“NCWP, a member of the Westside Regional Alliance of Councils, strongly urges that this environmental catastrophe be taken seriously, with an immediate plan to fund, test, share information, and protect our coastal environment and the millions of people who enjoy it, by City of Los Angeles, City of Santa Monica and Los Angeles County authorities with respective operational control of our beaches in the region, including Dockweiler State Beach, Venice Beach, Santa Monica Beach, Will Rogers State Beach and Topanga Beach.“NCWP further urges that one or more of our Councilmembers who represent WRAC member councils (Hutt, Park, Raman and/or Yaroslavsky) bring a resolution in Council immediately 1) to address this catastrophe on all beaches over which the City has operational control, and 2) to request that the City of Santa Monica and Los Angeles County, respectively, take further, immediate action to address the catastrophe on all beaches over which they have operational control in the region. - Motion to approve pending WRAC Motion“ NCWP, a member of the Westside Regional Alliance of Councils (WRAC), opposes SB 677 (Wiener), which mandates further streamlining and automatic approval of certain permits for increased housing development throughout the state, and places all areas within the Very High Fire Hazard Severity Zone (VHFHSZ), including all or parts of Pacific Palisades, Brentwood and Bel Air-Beverly Crest, at risk of public safety, by failing to provide for an unconditional exemption for areas within the VHFHSZ.“We further request that our Councilmembers representing WRAC member councils (Hutt, Park, Raman and/or Yaroslavsky) bring a resolution in City Council forthwith to add opposition to SB 677 to the Council’s state legislative priorities for 2025-26.” Background found here

- Motion to support pending WRAC motionRefers to City Council file 24-1151The NCWP, a member of the Westside Regional Alliance of Councils (WRAC), opposes the allocation of revenues from the Bus Lane Violation Enforcement Pilot Program to items that are not specifically related to public transit. We therefore oppose using these funds for “Transportation improvements and temporary staffing related to the 2028 Olympic and Paralympic games.” A $200 million federal grant is already in the works to help with the proposed use of public buses at the 2028 Games. - The Los Angeles Department of Water and Power (LADWP) has prepared a Draft Environmental Impact Report (EIR) as part of the California Environmental Quality Act (CEQA) for the proposed Scattergood Generating Station Units 1 and 2 Green Hydrogen-Ready Modernization Project. Dawn Cotterell, LADWP Community Affairs will be presenting information about this project and answer questions. The period for submitting comments has been extended, LADWP will accept public comments during the dates listed from October 31, 2024 to April 7, 2025. Comments: Scattergood_CEQA@ladwp.com. The proposed project is located at 12700 Vista Del Mar in Playa Del Rey and would replace the existing generation with green hydrogen-ready units. This hydrogen-ready capability would allow LADWP to begin the conversion from natural gas to renewably-derived green hydrogen at this plant.
