PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public dialing in is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

    1. Approval of Minutes of October 5th Cancelled Board Meeting.
    2. Approval of Minutes of October 6th Special Board Meeting.
    3. Approval of Minutes of October 19th Cancelled Special Board Meeting.
    4. Receive and file September and October 2021 Treasurer’s Report.
    5. Receive and file August and September 2021 monthly expenditure reports (MER).
    6. Motion to approve the Mission Statement for the Community Services Committee to remain the same as previously approved on January 7, 2020: The Community Services Committee serves in an advisory capacity to the NCWP and its stakeholders, fostering community awareness about needs and issues impacting the quality of life for all people in our community through education, advocacy, and engagement.
    7. Motion to approve the AdHoc Homeless Committee name change to: AdHoc Encampment Committee
    8. Motion to approve the Mission Statement for the AdHoc Encampment Committee:  The AdHoc Encampment Committee serves in an advisory capacity to the NCWP and stakeholders to find solutions to restore our public spaces in the Westchester / Playa footprint, which have been utilized for unregulated encampments (i.e.Westchester Park and Jefferson Boulevard along the wetlands) and make them safe, clean and available for unrestricted public use.
    9. Motion to approve letter to Councilmember Mike Bonin asking to use any and every current employee within the City and County of Los Angeles to address the encampment situations in Westchester Park, in and along the Ballona Wetlands Ecological Reserve and within five-hundred (500’) feet from schools, and restore residents’ well-being, safety and quality of life, and secure better accommodations, mental health treatment and life opportunities for the homeless.
    10. Motion to approve request that the City immediately undertake efforts to begin enforcement of Municipal Code Sections 41:18 in and around Westchester Park, as well as Titmouse Park and Dockweiler beach, which is defined as a “park unit operated by L.A. county” and is under Parks and Recreation, consistent with the notice and outreach efforts required by the Code.
    11. Motion to approve the City protect, conserve, restore and enhance Environmentally Sensitive Habitat (ESHA) known as the Ballona Wetlands Ecological Preserve.
    12. Motion to approve the Caliber Collision is requesting a Zone Variance to allow the use of Paint Booths on the premises as there are a few parcels zoned residential within 500 ft. of the project site.
    13. Motion to approve the project as proposed with the caveat that public spaces such as beaches and parks are for public use and recreation, not housing and should be made available to all beach visiting communities.
    14. Motion to approve a Community Impact Statement regarding the possible violation of the 1992 LMU Mediation Agreement and a recommendation that the violation is submitted to the Los Angeles City Attorneys office for expeditious review and redress.
    15. Motion to approve Community Services could lead community beautification in recognition of World Kindness Day at the Triangle (cleaning up around the businesses near the Book Jewel and Ayara) later in the afternoon from 2-4.

    1. Discussion and possible motion on the press release titled “BONIN BRINGS ENCAMPMENTS TO HOMES HOUSING MODEL TO WESTCHESTER PARK”

Next Meeting Highlights:

Presentation by John Heath on the Californians for Community Planning Initiative, a citizen’s initiative establishing the rights of local municipalities to control their own zoning regulations. If approved, this initiative will amend the state constitution and put an end to Sacramento lawmakers establishing one size fits all zoning laws.
