Under LAMC 12.7.6, LAMC 12.24.W.4, LAMC 12.27 the applicant is requesting a Zone Variance permit to allow the use of Paint Booths on the premises as there are a few parcels zoned residential within 500 ft. of the project site.
Project is on an 18,000 sq. ft. lot and proposes 15,946 sq. ft. of shop floor and 2,054 sq. ft. of office space.
Existing parking lot has 53 vehicle spaces ( city requires 25) and 5 bicycle spaces (city requires 4).
Hours of operations Monday – Friday 7:30 AM – 5:30 PM. All repair activities will be conducted indoors and completely screened from public view.
Second presentation to PLUC, previously presented at the September 21, 2021 PLUC meeting. There were questions about the Q condition on the subject site, the Committee needed clarification and the item was pulled from the agenda.

In 1992 Loyola Marymount University signed a Mediation Agreement with the community to limit the occupancy of university owned residential properties in the community to staff and faculty.
It has come to the attention of the community that there are university owned residential properties that are being rented to and occupied by university students.

On September 28, 2021 Councilmember Bonin introduced at PLUM a motion to develop a Coastal Equity & Environmental Justice policy in the Coastal Zone that will inform future land use policy, promote greater public participation and engagement with underrepresented and/or underserved communities, and be reflected in project determinations in the Coastal Zone.
The California Coastal Commission has an Environmental Justice policy, this will align the city’s policy with that of the California Coastal Commission.

Possible Committee Action: Issue a Community Impact Statement supporting the city in developing and Environmental Justice Policy in the Coastal Zone.

On March 3, 2020 the City Council approved a motion by Councilmember Bonin to include all of the areas of the Los Angeles Coastal Zone into the Baseline Mansionization Ordnance. This was a result of the city recognizing that certain areas of the Pacific Palisades, Venice, Playa del Rey and San Pedro has gaps in coverage for protecting Coastal Zone properties located outside of designated Hillside Areas from out-of-scale development. As the Baseline Hillside Ordinance applies in the Coastal Zone, so should the Baseline Mansionization Ordinance. Expanding the BMO into the Coastal Zone would bring those properties in line with the rest of the city and preventing mansionization in all single-family residential neighborhoods.
CD11 has instructed the Planning Department to include this ordnance in the Community Plan Update.

Possible Committee Action: Issue a Community Impact Statement in support of putting the Coastal Zone areas of Playa del Rey into the Baseline Mansionization Ordnance via the Community Plan Update.

The city is currently engaged in updating community plans for all areas of the city. After the city releases it’s next draft the community will need to respond. It’s imperative to move quickly with the next round of feedback as the next step after that will be the Environmental Impact Report (EIR).
The NC has an Ad Hoc Committee. However, the membership of the Committee needs to be reassigned allowing the NC to act in a timely manner.
