SPECIAL MEETING
PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.

    1. Approval of Minutes of January 10, 2023 Special Board meeting
    2. Motion to approve Moore Business Results Invoice Number #2023 0201 in the amount of $932.75 for website and NCWP communications.
    3. Motion to host a booth at the expo component of the Rock Roll & Run for Education on March 4, 2023 from 7:00AM — 11:00AM and approve expenditure of $1,000 from our Outreach Budget.
    4. Motion to Approve support for Council File 23-4118-S1 to implement and enforce
      LAMC 41.18 which includes several sites within our Neighborhood Council of Westchester / Playa and submission of a Community Impact Statement.
    5. Motion to approve a letter in support of an engineering inspection of the Ballona Creek Bridge for future restoration.
    6. Approved a letter in support of a Litter Campaign with the support of the LA County Supervisor.
    7. Motion to accept the resignation of Carey Begbie Westerfield, Community Organization Director from the Neighborhood Council of Westchester / Playa and the Community Services Committee.
    8. Motion to accept the resignation of Jana Koppula, Residential 4 Director from the Neighborhood Council of Westchester / Playa and the Education Committee.
    9. Motion to accept the resignation of Cord Thomas, Residential 9 Director from the Neighborhood Council of Westchester / Playa, Treasurer and the Budget and Finance Committee and remove Cord Thomas as Los Angeles Neighborhood Council Coalition (LANCC)  Representative for the  Neighborhood Council of Westchester / Playa.
    10. Motion to accept the resignation of Naomi Waka, Senior Citizens Director from the Neighborhood Council of Westchester / Playa and the Government Affairs Committee.
    11. Motion to accept the resignation of Heather Tuttle, Youth Organization Director from the Neighborhood Council of Westchester / Playa and the Education Committee Chair.
    12. Motion to appoint Theresa Torrance as Treasurer and Chair of the Budget and Finance Committee.
    13. Motion to appoint Chip Malek to the Ad Hoc Community Plan Update Committee.
    14. Motion to appoint Community Member John Ruhlen to the Ad Hoc Community Plan Update Committee.
    15. Motion to appoint Debra Huston to the Senior Citizens Director Seat, the Community Services Committee and Westside Regional Alliance of Councils (WRAC), 2nd seat.
      1. As an attorney of over 35 years (now semi-retired), she has experience and familiarity with issues such as homelessness, public safety, crime, and legislative law.  She has spent the last year and a half as a volunteer using her skills, background and knowledge in working to make Westchester Park safe for community members. She has worked successfully to prevent the constitution of a “cabin community” shelter, 24-hour safe parking for RVs, and the extension of the nighttime-only safe program, all in Westchester Park. She has great compassion for people who are homeless, and is proud to say she has spent years of her legal career helping people who are homeless. Yet as a mother of two and a grandmother of two residents of Westchester, she is invested in public safety, thriving businesses, and preserving our residential areas in our NCWP communities.
    16. Motion to appoint Jack Hughes to the Religious Director Seat and the Outreach Committee.
      1. Jack has been a resident of Westchester most of his life, and attended Visitation School and St. Bernard High School. He has many life-long friends in Westchester and Playa Del Rey. We are faced with many important issues in Westchester, Playa Del Rey and Playa Vista, and he looks forward to representing our community members as the Religious Director and as a member of the NCWP.
