Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

  4. Consent Calendar: (The following items will be treated as one item and enacted with one vote unless a Board member or a stakeholder requests that an item be placed on the Discussion Calendar.)
    1. Approval of Minutes from the October 7, 2025 Board meeting.
    2. Motion to approve NPG of $1,500 for the LAPD Pacific Division 100th year anniversary on November 15, 2025 from 11am to 3:00pm.  The grant will be used to offset the expenses associated with the historic community event.  NCWP would receive recognition on event signage for the event.
    3. Motion to approve $2,500 to support a major event features such as the snow mound and help bring the magic of Winterfest to life.  Winterfest is a free, family-friendly celebration that brings neighbors together to kick off the holiday season. This year’s festivities will include a skate jam, a real snow mound, arts and crafts, holiday treats, pancakes, breakfast, and much more. It’s a joyful day of community spirit, fun, and togetherness.  Sponsorships will directly support event activities, supplies, and entertainment for families and children in our community.  NCWP would receive premier recognition on all event signage and promotional materials, along with a special acknowledgment during the event program.
    4. Motion to support letter requesting that Councilwoman Traci Park direct the Los Angeles Fire Department (LAFD), Los Angeles Police Department (LAPD), Los Angeles World Airports (LAWA) and the City’s Emergency Management Department jointly and immediately prepare a comprehensive report evaluating how CPU driven growth and SB79 induced density near LAX affect emergency response, evacuation routes and overall public safety. The report should identify existing evacuation routes, capacity constraints and public safety vulnerabilities within the community and recommend specific
      mitigation measures to ensure compliance with SB79 does not compromise life safety or emergency access.
    5. Motion to approve St. Anastasia School’s Preschool Expansion application for construction of a 1,614.25 SF pre-school facility as requested and as identified in architectural drawings/plans.
    6. Motion to approve LAX’s ATMP Pedestrian Bridge Construction Project application for construction of a pedestrian bridge as stated and consistent with architectural drawings and plans.
