PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.

    9. Motion to approve Moore Business Results Invoice Number #2022 1101 in the amount of $1,057.38, for work for website and NCWP communications, including a late fee and interest in the amount of $179.88.
    10. Motion to approve the reallocation of $2,000 from Outreach to Elections for NCWP’s 2022-2023 FY Budget.
    11. Motion to approve expenditure not to exceed $2,500 for NCWP election promotional materials such yard signs, banners, flyers, and bus benches.
    12. Motion to support the project at 202 W.     13. Motion to support the sentiments, goals and requests made in the letter from Bel-Air Beverly Crest Neighborhood Council of August 10, 2022 to Mayor Garcetti and Councilmember Koretz concerning the mistreatment of animals at City Shelters.  Support for Koretz letter re mistreatment of animals at city shelters: https://westsidecouncils.com/motion/support-for-letter-re-mistreatment-of-animals-at-city-shelters/  Note:  this motion was already passed by 8 councils.
    14. Motion to oppose City Council file 22-1154, the IKE program as present in Council File 22-1154 for the following reasons:  There is no local competitive bidding process. This project needs a financial analysis, as it is using public space to generate revenue.  This project has negative environmental impacts and there is no environmental review (CEQA).  This project creates visual pollution and takes away space on the sidewalk that could be used for trees.  This project is a source of driver distraction, which is contrary to the City’s Vision Zero policy.  https://westsidecouncils.com/motion/oppose-ike-interactive-kiosk-program-cf-22-1154-2/  Note:  this motion, or modified version was already passed by 3 councils.
    15. Motion to oppose City Council file 22-0694 as written due to project concerns and withhold support, as a member of the Westside Regional Alliance of Councils, concerned that removing one vehicle lane in each direction on Venice Blvd. between Inglewood Blvd and National Blvd. will divert traffic onto other adjacent local, collector and arterial streets. Until such time as LADOT conducts modeling studies to predict the volume of vehicular traffic that will be diverted off Venice Blvd. when the road diet component of this project is installed, our Council will be withholding its support for Phase One of the Venice Blvd Mobility Improvements project.  The member Councils directly affected by this project are: Venice, Mar Vista, Palms and South Robertson.   5. Announcements from Governmental Representative (limit to 3 minutes please)
    1. Mayor Karen Bass, in her first official act as mayor of Los Angeles has declared a state of emergency on homelessness in an effort to underscore the severity of the housing crisis in the nation’s second largest city. She described the declaration as a method to unlock tools and powers to “make sure we are using every resource possible” to address homelessness, claiming that it marked a “sea change” and “monumental shift” in the city’s approach “Using the emergency order is our ability to fast-track things”.  This will be subject to the Los Angeles City Council approval.

    2. Returning to in person meetings, what to know, consider and the hybrid option.
