PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

    17.     18. Motion to approve the Westside Regional Alliance of Councils (WRAC) Assembly Constitutional Amendment  7 (Muratsuchi/Glazer), which would place on the ballot for voter decision a Constitutional amendment to restore local governmental control over land use, zoning and planning decisions.  WRAC has expressed support for local land use control in five of its adopted positions (Oppose SB 827, SB 50, SB 9 and SB 10; Support SB 15).  Information and background can be found here: https://westsidecouncils.com/motion/support-for-aca-7-muratsuchi-glazer/
    19. Motion to approve the Neighborhood Council of Westchester/Playa should send a letter to City Offices and City Officials demanding action and holding the Hyperion Water Treatment Facility accountable in an effort to mitigate the environmental and financial costs that have burdened our community since the July 11th, 2021 sewage spill.
    20. Motion to recognize and support Trashroots by featuring the Hometown Article and photo on our website, FB Page and posting the dates for the remainder for 2021: 8/20/21, 9/17/21, 10/15/21, 11/19/21.
    21. Motion to approve the request that Councilman Mike Bonin clarify the discrepancy between the Motion 21-0350 and his website with respect to “Cabin Communities”, which is a major change to an “Approved Motion” by the Los Angeles City Council.  “Cabin Communities will require a large and permanent space commitment on a key recreational area, used by Westchester residents.
    22. Motion to opposes the City’s use of Specific Plans that would result in upzoning open space and/or low-density residential neighborhoods. The use of Specific Plans in this manner creates significant negative impacts for all residential communities, the environment and natural resources. We urge our city Councilmembers to reject land use applications for individual development projects that represent misuse of the Specific Plan process. We ask that the city Council inform Planning not to process these types of requests.
    23. Motion to urge the City Council to postpone the consideration of the pending proposed Processes & Procedures Ordinance. This Ordinance has the potential to render Stakeholder input to Councilmembers in effectual  by putting all land use decisions in the hands of appointed not elected decision makers. The Director of Planning for the City of Los Angeles is appointed by and answers to the Mayor, not constituents/stakeholders.
    24. Motion to approve disbursement of $800 for outreach event Westchester Arts & Music (WAM) Block Party on September 18, 2021, to include a Vendor Booth, 4’ x 8’ Signage on Garden Fence (along Emerson Ave.) and Logo on Website, Social Media
    25. Motion to approve NCWP Committees and Assignments.
    26. Motion to approve appointment of Alexandra Reynolds, primary and Theresa Torrance, alternate to the WRAC Homelessness Committee (HOC)
    27. Motion to approve appointment of Julie Ross, primary and Paula Gerez, alternate to the WRAC Land Use & Planning Committee (LUPC)
    28. Motion to approve appointment of Tracy Thrower Conyers, Community Member, to the Planning and Land Use Committee.

    2. The Hyperion sewage spill on July 11, 2021 led to the release of 17 million gallons of sewage into the Santa Monica Bay discussion and possible motion
