PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.

Approval of minutes for June 21, 2022 meeting.

The City of Los Angeles’ Home Sharing Ordinance was adopted by the City Council in 2018. Despite the passage of this much-needed ordinance, enforcement of unpermitted and non-compliant home sharing operations has posed a consistent challenge for the City since the ordinance’s adoption.
On April 25,2022 the Planning and Land Use Management Committee sent a motion to City Council instructing the Planning Department, with the assistance of the Department of Building and Safety, the Housing and Community Investment Department, Los Angeles Police Department, the City Attorney’s Office, the Office of Finance, and any other City departments, as needed, to report back within 90 days with an analysis that considers the following:
Recommendations for how the City can address, among other issues that may emerge in the report-back process, non-compliant hosts renting out properties listed as a primary residence in which they do not live, the conversion of critical affordable housing stock such as rent-stabilized units and covenanted affordable housing units into short-term rentals, the conversion of multifamily residential structures to short-term rentals, short-term rentals engaging in a commercial uses/activities, and properties being rented for longer periods of time than is permitted.

7346 Rindge Ave., Playa del Rey
Applicant is requesting the demolition of an existing 1,214 sq. ft. single family dwelling and the construction of a new two story single family dwelling over a street level garage and basement.Construction of a 
6,192 sq. ft.dwelling with a maximum height of 45 ft. with an additional 5 ft. rooftop elevator housing, Mello Act approval and a Coastal Development Permit. Third appearance by applicant, first appearance by applicants representative at PLUC.
On June 1, 2020 applicant had a hearing before the Area Planning Commission. Chair Ross spoke at the hearing to inform the Commission that the applicant had not come to the Westchester/Playa Neighborhood Planning and Land Use Committee to present their project. The Commission instructed the applicant to go before the Neighborhood Council.
On June 16, 2020 the Committee denied the applicants request and recommended outreach with the community to address their concerns and return to PLUC when they’ve done that.
On July 21, 2020 the applicant returned to PLUC to present the project. The motion was denied, the committee recommended outreach with the community to address their concerns.
On April 14, 2022 the Los Angeles Planning Department issued a Letter of Determination from the Director of Planning approving the project. Subsequently, several appeals by were filed by stakeholders.
On July 11th Chair Ross was contacted by the applicants representative requesting to bring the project before the Planning and Land Use Committee.
