PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.

Discussion/Action (Motion):

1.

Motion to Approve/Modify request that Councilmember Traci Park and the Board of Supervisor Holly Mitchell work to devise a multi-faceted litter campaign to foster awareness and address litter to minimize amount of litter and trash entering our waterways.

Background to Motion:

Such a campaign is timely following the introduction of the Interceptor servicing the Ballona Channel. This campaign would address litter sources before they enter the waterway. Such sources include: storm drains without mesh covers, the lack of trash cans near the LA river and unhoused communities, and the construction dumping (apparent when the Hyperion plant failed and giant pieces of wood with nails were found). Additional issues to be addressed via the anti-litter campaign include: trashcans without lids, allowing the wind to carry trash into waterways,  and additional boom nets in Marina Del Rey, Compton Creek, and Malibu Creek.

Motion to request Councilmember Traci Park and the Los Angeles Department of Public Works to consider restoration/improvements of the Ballona Creek Bridge from the current condition it is in. Engineering inspections and proposals for repairs and/or improvements should be considered at this time for future construction and restoration of this highly utilized pathways along our coastline.

Background to motion:

With the construction of the Dual Force Main sewer project near completion, it is time start considering the renovation/repairs to the Ballona Creek Bridge after decades of natural corrosion has taken its toll on the structure.  The sidewalks on the bridge have been fenced off for safety reason for years now and a permanent fix needs to be implemented.  The time for delaying repairs to the bridge needs to end and inspections along with proposed repairs and/or upgrades should be considered for future construction.

Motion to request Councilmember Traci Park to consider a total parking ban for at least 1 year (or other appropriate time period) along Jefferson Boulevard and Culver Boulevard west of Lincoln Boulevard to Nicholson St in Playa del Rey to allow for the sensitive habitat to recover after years of occupation and pollution. Parking areas along this section Jefferson Boulevard should be blocked off until such a time it is determined that the wetlands are suitably recovered.

Background to motion:

During the COVID-19 global pandemic, the City of Los Angeles stopped enforcing parking restrictions throughout the city, including Jefferson Boulevard west of Lincoln Boulevard into Playa del Rey. With the lack of parking restriction enforcement the Ballona Wetlands have been occupied by the homeless and squatters for over 2 years now. During this time the wetlands have been subjected to a significant amount of pollution and have even been set on fire. Restricting access to the wetlands, with the exception of restoration crews, for a suitable time would help allow this stressed environment to recover.
