PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

Approval of minutes from October 18, 2022 meeting.

Jason Douglas, Senior Planner for CD11 will be joining us to explain what the Sustainable Communities Environmental Assessment (SCEA) is, how the process works and how it applies to projects in our community.

3.

237 & 239 East Montreal St., Playa del Rey

DIR-2022-3943-CDP-MEL-HCA, ENV-2022-3944-CE

Second presentation to PLUC, first presentation at October 18, 2022 PLUC meeting.

Applicant is requesting approval of the construction of a new 3 level, 3,034 sq. ft. lot in the dual jurisdiction Coastal Zone and Sub Area 3 of the Coastal Bluffs Specific Plan.

On October 18, 2022 applicant representative Brandon Strous of Srour & Associates presented the project. The property owner was also present. The project is not in compliance with the Coastal Bluffs Specific Plan. Applicant was clear that the intent was to create an Air BNB that he could live in while in town. Applicant saw no need to come before the Neighborhood Council. There was significant concern from the surrounding residents on issues such as compliance, lot stability, etc. More details in the minutes.

202 W. Manchester Ave.,  Playa del Rey

2nd presentation to PLUC. First presentation September 20, 2022.

Presentation by Crest Real Estate.

Applicant is requesting permission for the demolition of an existing 1,840 sq. ft. single family home, construction of a new 4 story 5,849 sq. ft. single family home, attached garage, retaining wall, grading removal of 2,900 cubic yards of earth and a Coastal Development permit in the dual jurisdiction Coastal Zone.

Prior to the first presentation, applicants representative had reached out to the surrounding neighbors to discuss issues they may have with the project. Additional issues that arose at the presentation were: Landscaping, blocking scenic public views, shoring and hauling of earth, height limit of the trees.

Pep Boys: 6136 W. Manchester Ave. & 8651 S. La Tijera Blvd., Westchester

Applicant is requesting permission for the Construction, use, and maintenance of a 96 ft, 8-story mixed-use building containing 441 units and approx. 16,120 sq ft of commerical space, with 66 units reserved for Very Low Income households. The project provides 551 parking spaces and approx. 48,005 sq ft of open space.

Applicant is requesting a Density Bonus with two off menu incentives and two waivers of development standards, a Conditional Use Permit for a 33% increase in density beyond the maximum 35% permitted for an increase in density of 68% to provide a total of 441 units as an off menu density bonus.

Applicant is also requesting:

  1. LAMC Section 12.24 W.1: Master Conditional Use Permit to allow onsite consumption of a full line of alcoholic beverages with up to 16,120 sq. ft. of commercial space.
  2. LAMC Section 13.08: Compliance with the downtown Westchester CD).
  3. LAMC Section 16.05: Site plan review approval for a development
