PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

Acknowledgement of Committee Member Dennis Miller and his hard work and commitment to keeping our Neighborhood Council footprint in tact thru the redistricting process.

Update from Committee Member Tracy Thrower Conyers on the local control initiative.

First presented to the Committee on September 21, 2021. Alex Bartrosouf, Mobility Director Council District 11 will give an update on the project.
StreetsLA is planning a repave project along Manchester between Sepulveda and Lincoln Blvd. As part of the repave project, restriping will occur and there is a proposal to repurpose segments of the parking lane that are underutilized and sometimes a nuisance for local neighbors. To summarize, here are the changes proposed:
Eastbound Manchester
Lincoln to Emerson: preserve parking
Emerson to Sepulveda: upgrade bicycle facility to protected bike lane
Westbound Manchester
Sepulveda to Georgetown: upgrade bicycle facility to protected bike lane
Georgetown to Lincoln: preserve parking
The objective of the proposal is to mitigate ongoing parking complaints by local residents, upgrade the existing bicycle facility per the Mobility Plan, and build a bicycle network in Westchester that connects residents to local businesses, destinations, and other transit amenities while creating a safer environment for all users of the road.

At the October 19, 2021 Committee discussed the 1992 Mediation agreement between Loyola Marymount University (LMU) and the community to limit the occupancy of university owned residential properties in the community to staff and faculty. The Committee passed a motion passed to issue a Community Impact Statement (CIS) regarding the possible violation of the 1992 Mediation Agreement by LMU and a recommendation that this violation is submitted to the LA City attorneys office for expeditious review and redress. This item is yet to go before the full board.
Fred Puza from LMU will give an update on the status of the occupancy of the LMU owned homes the community.

7.

Dinahs 6501-6521 Sepulveda Blvd.
HRQ Investments along with several individual parcel owners propose the demolition and clearing of a single-story, multi-tenant strip mall, a single story multi-tenant industrial building and surface parking lot. The maintenance of a 7,063 sq. ft. restaurant (Dinah’s) and the construction,use and maintenance of a eight story mixed use building with 362 apartment units, ground floor restaurant and a 520 stall automobile parking garage.
Applicant is requesting a 50% density bonus with three off menu incentives for increased FAR, reduced Open Space and reduced Building Separation.
