PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS The public is requested dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Board.

5.

Motion to Request Postponement of CF 12-0460-S4/ Processes & Procedures Amendment.

The ordinance has the potential to reduce public engagement and thwart transparency on land use matters.

The Ordinance is nearing final approval and it  moves Planning authority away from elected officials, accountable to the public, to unelected City Administrative personnel or City Commissions.

The Westchester/Playa Neighborhood Council should join WRAC (Western Region Alliance of Councils) in urging the city to postpone the consideration of the pending proposed Processes & Procedures ordinance.

Motion to oppose the Planning Departments use of “Spot Zoning” in Specific Plans.

The Planning Department is considering the use of Specific Plans as a vehicle to up zone open space and/or low-density residential neighborhoods. The use of Specific Plans in this manner creates significant negative impacts for all residential communities, the environment and natural resources. Our City Councilmembers should reject these types of  land use applications for individual development projects that represent a misuse of the Specific plan process and ask that the City Council inform Planning not to process these types of requests.
