PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.

Approval of minutes of February 27, 2023 meeting.

2.
Jenny Hontz of Livable Communities will make a presentation on “Solving our housing crisis while delivering the beauty and convenience of a 15-minute city” and how it relates to the Community Plan Update.
3.
Draft Ordinance CPC-2023-1083-CA (Affordable Housing Amendment)
Report to Committee on Public Hearing of 3/13
What: The Site Plan Review Amendment would amend the City’s Site Plan Review Ordinance (No. 165,691) to exempt deed-restricted affordable housing units from being counted towards the 50 unit threshold.

Stakeholder Education – Introduce New FAQs and tutorials on how to created them.
Kimberly Fox and Cory Birkett will report on:
New FAQ (Fox): LAX Street Modifications
Summary of street modifications (widening, lanes added etc.) planned along with other LAX updates in its expansion plan. Documented to help stakeholders review street infrastructure changes as a factor in changing traffic patterns for future travelers.
 
New FAQ (Fox): Roll-Up of Church and Non-Profit Possible Parcels 
Summary of potential new land available in NCWP geography from religious and non-profit organizations development affordable housing on their own properties. Based on possible passage of SB4 (has moved to Senate Governance Committee on 3/21/23).
 
New FAQ (Fox): Reading/Ramsgate Projected Density Study 
Recap of development trends in Westchester’s Reading/Ramsgate area. This traditionally a low-density, affordable rental market is rapidly being redevelopment with significantly higher density, market-rate apartments. FAQ supports discussion of how to best consider this important rental area in the future CPU Draft.
 
New FAQ (Birkett): Roll up of details on all recent density projects (answer the community Q re # of affordable units currently)
Accurate count of building specs to determine # of market-rate and affordable units have been created in the NCWP geography.

Building Forms Reference Table
Goal: in lieu of new LA Zoning Code definitions of building types, create our own draft “pick list”
Method: create a list of built forms described in the NCWP CPU Draft 1.0 plus other descriptions of unique Build Form types from other Draft 1 Westside plans, and recently completed CPUs around the City.
