The Neighborhood Council of Westchester/ Playa is proud to announce that Todd “The Volunteer” Odin has been named the 2021 Star of the Neighborhood. He will be recognized in the annual Fourth of July Parade.
When people see Todd picking up trash on the side of the road, it’s not hard to think that something unusual is happening.
Todd routinely wears a white T-shirt and a Dayglow orange vest, but he’s not part of a city work crew — it’s just him out there, and a single handcart bursting with well-worn tools.
