The Westchester–Playa Community Plan Update is currently in the Environmental Impact Report (EIR) phase, one of the final major steps before adoption. The City is preparing the Draft Environmental Impact Report (Draft EIR), which is currently expected to be released in 2027 for public review and comment. The Draft EIR will evaluate the potential environmental impacts of the proposed land use and zoning changes.
After the public comment period, City Planning will prepare responses to comments and finalize the EIR before the Community Plan advances to the Planning Commission, City Council, and ultimately the Mayor for adoption. Throughout this process, the proposed land use maps and zoning remain subject to revision based on environmental analysis, public input, and policy direction.
Community members are encouraged to stay engaged throughout the process by attending the Neighborhood Council’s Community Plan Update (CPU) Committee meetings, held on the fourth Monday of each month. Public participation remains an important part of shaping the future of Westchester and Playa.
