Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 1 minute per speaker, unless adjusted by the presiding officer of the Board.

  4. Consent Calendar: (The following items will be treated as one item and enacted with one vote unless a Board member or a stakeholder requests that an item be placed on the Discussion Calendar.)
    1. Motion to approve the Minutes of April 14, 2026 Special Board meeting
    2. Receive, approve and file the Treasurer’s Report and MER for February 2026 and March 2026.
    3. Motion to review, discuss and vote to approve NPG request from Beautify LA, for an amount not to exceed $2,000.00  for a free garden and art community event  at Westchester Park  on June  6th 2026 from 3pm- 6pm (event has been permitted by the park). The event will teach community members about agriculture and gardening with gardening supplies and native flowers to be provided for small planters to be created. They will also provide art easels and other paint supplies for community members to create paintings they can take home. They plan to advertise the event to the local community via social media and other means. The NPG funding would provide material for the event.
    4. Motion to approve a change in the NCWP advertising in HTN from 6 full pages / 6 half pages = $9300 to 4 full pages/ 8 half pages = $8900.
    5. Motion to approve the Outreach funds NTE $400 to purchase NCWP shirts for Board Members.
    6. Motion to approve the replacement of our NCWP tent canopy NTE $1500.
    7. Motion to approve the purchase of clear NCWP branded totes NTE $500. These totes were our most popular giveaway item this past year.
    8. Motion to approve the creation of the ad hoc Star of the Neighborhood Committee. Chair Julie, Committee Members to include, Chip, Alex, Tabitha, Garrett, Geoff.
    9. Motion to oppose proposal introduced by Los Angeles City Councilmembers Hugo Soto-Martínez (CD 13) and Ysabel Jurado (CD 14) that would ask voters to approve noncitizen voting in city elections — including races for Mayor, City Council seats, and Los Angeles Board of Education positions. The measure, released Wednesday, April 29, 2026, would first require the full council to place it on the November 3, 2026 ballot. If approved by voters, the council would then need to pass an ordinance amending city election law to allow it.  If a council file is created a CIS will be submitted.
