Correction:
The city’s proposed Housing Element Plan Maps, aka the overlay maps, have been released. These show where and how the city plans to support housing development. They build upon the Community Plan, which has yet to be released.
These maps can and do more than a community plan. They give incentives to build in high opportunity areas. These maps outline where the city is encouraging building. So for example, if they offer 80% upzoning in high opportunity areas, then it uses the community plan as the baseline. Our final community plan will become the guideline on where multiple unit housing can and cannot be built. The Housing Element “overlay” allows for more housing in the multi unit community plan approved areas that also are high opportunity areas identified in the overlay maps.
