SUMMARY:Safe Sidewalk LA Public Meeting
DESCRIPTION:The City of Los Angeles (City) has prepared a Draft Environmental Impact Report (EIR) to evaluate the potential environmental effects of the proposed Sidewalk Repair Program (proposed Project) that addresses the manner in which sidewalk repair projects are undertaken pursuant to the City’s obligations under the Willits Settlement Agreement (Settlement). The City is requesting input on the Draft EIR from public agencies\, residents\, and other interested project stakeholders. \nPROJECT DESCRIPTION: Under the proposed Project\, the City would adopt a new uncodified ordinance to revise the way sidewalk repairs undertaken pursuant to the Settlement are reviewed and approved\, with a primary goal of streamlining the Settlement implementation process. \nThe key components of the ordinance include: \n• A ministerial approval process to enable sidewalk repair projects falling within certain specified parameters to proceed upon approval by the City Engineer or a designee\, without undergoing further environmental review under the California Environmental Quality Act (CEQA);• A streamlined discretionary approval process by the City Engineer or a designee for sidewalk repair projects falling outside the specific parameters for a ministerial sidewalk repair approval;• A revised Street Tree Retention\, Removal and Replacement Policy establishing a 2:1 street tree replacement to removal ratio requirement for years 1-10\, 3:1 for years 11-21\, and 2:1 for years 22-30\, and;• Mandatory Project Design Features (PDFs) generally consisting of regulatory compliance measures and standard construction conditions and procedures. \nHOW DO I GET INVOLVED? \nThe Draft EIR Public Review and Comment Period begins December 26th\, 2019 until February 24\, 2020. Options for providing comments during the Draft EIR Public Review and Comment Period include the following: \n1. The Regional Rail unit also manages and oversees capital improvement projects along 154 miles of Metro-owned railroad right- of-way.  \nIn addition to overseeing the Regional Rail Unit\, Ms. Owens is the project manager for the Link Union Station (formerly known as Southern California Interconnector Project)\, a $2.5 billion regional rail project that will transform the commuter rail operations in Los Angeles Union Station with up to 10 run-through tracks\, the accommodation of high speed rail system and a new passenger concourse. She is also currently managing the $112.7 Emergency Security Operations Center project\, a four-story up to 100\,000 square foot building to house the emergency\, security\, rail and bus operation centers. \nMs. Owens joined Metro in September 2014. She has approximately 20 years of professional experience in Civil Engineering\, Project and Construction Management with diverse experiences in both heavy civil horizontal and vertical construction. \nPrior to becoming Metro Senior Executive Officer\, Jeanet Owens\, P.E.\, served as a Senior Vice President for Martin Project Management managing the Wilshire Grand Redevelopment Project in downtown Los Angeles. Come welcome her and give your input.\nDominique Hargreaves\, Deputy Chief Sustainability Officer\, Mayor Garcetti’s Office of Budget and Innovation and Irene Burga\, Air Quality Adviser\, Sustainability Office of Los Angeles Mayor Eric Garcetti to present the Mayor’s Green New Deal.\n\nLEGISLATIVE\n\nThe Los Angeles Neighborhood Council Coalition (LANCC) (XXXXXXX Neighborhood Council) is strongly opposed to CF 19-0724 and its proposal to afford any effort to amend State law to grant authority to seek voter approval of a tax on personal income above $1\,000\,000 per year as a means to fund additional homeless construction. Once a local\, personal income tax is approved\, ALL personal income levels would eventually be taxed. We are currently in this crisis due to the policies of the Los Angeles City Council and their inactions when they were warned by the Neighborhood Councils on January 3\, 2015 that a crisis was on the horizon when the Los Angeles County homeless population was at 39\,000 which is now at 59\,836 and counting. The Los Angeles Neighborhood Council Coalition (LANCC) (XXXXXXX Neighborhood Council) does support the reduction of costs of building fees and other options through technology to reduce the costs of building construction. We further find that CF 19-0724 is misleading when it states that building cost reductions can be achieved through 3D printing. According to a Business Insider article\, the cost to print the house was $4000 and not $4000 to build the house as stated in the Council File. Additionally\, according to authorities in the building trades\, these unreinforced concrete dwellings would not meet the stringent California earthquake codes as currently designed and LANCC (XXXXXXX Neighborhood Council) does support research on how to make them compliant to our earthquake standards. Lastly\, current Assembly and Senate Bills only address building additional housing and not specifically homeless and affordable housing. DESCRIPTION:  \nJoin us Saturday\, June 29th\, 2019 when the Neighborhood Council Budget Advocates host the annual Budget Day at City Hall in Downtown Los Angeles! Invitations are extended to everyone; Los Angeles stakeholders\, Neighborhood Council Board Members\, Elected Officials\, City Employees and members of the press and anyone interested in learning more about our City’s budget. \nRegistration is now open! Follow the link here: https://www.eventbrite.com/e/budget-day-2019-tickets-60658828188 \nOn the 29th\, registration and breakfast will begin at 7:30am in the 3rd floor rotunda. As breakfast concludes\, guests will be invited into the John Ferraro Council Chamber for discussions on the City’s Budget. Not only about the changes and initiatives driving the FY19/20 plan\, but the actual process and timeline. \nSpeakers for the day will include our Elected Officials\, Department Representatives\, and Budget Advocate leadership. As guests speakers are confirmed\, additional details will be released. \nFollowing the general session\, attendees will be invited to smaller working groups with members from their respective areas in the City to discuss their greatest concerns\, thoughts and suggestions on how their quality of life and how to improve it. \nHere\, each person will be able to share their priorities and get a better understanding of the Budget process to understand how they can influence the decisions made by our elected officials. Current members of the Budget Advocates will help facilitate the discussion and ensure everyone’s thoughts are documented so the Committee can incorporate them into their process this fiscal year. \nWhen the discussion is concluded\, elections will be held to fill vacant seats on the Budget Advocate Committee. DESCRIPTION:Neighborhood Council election will be held on Sunday\, June 2\, 2019 from 10am – 4pm and will be held in the Community Room of the Westchester Municipal Building at 7166 Manchester Ave. in Westchester 90045. \nCandidate Statements and Photos \nCandidate applications will be accepted by the Los Angeles City Clerk from February 17 through March 19\, 2019. \nThe 14 board positions that will be on the June ballot are: Residential Districts 1 (Playa del Rey)\, 3 (West Westchester)\, 5 (Loyola Village)\, 7 (North Kentwood)\, 9 (Westport Heights)\, 11 (East Westchester)\, 13 (East Westchester) and 15 (Emerson Manor). In addition\, At Large 2 Director and At Large 3 Director for any stakeholder over 18 who lives\, works or owns property within the NCWP boundaries\, will be on the ballot. The remaining seats up for election are the following: Business Area 90094 (Playa Vista) Director\, Income Real Property Director\, Religious Director\, and Senior Citizens Director. \nThere are many ways to get involved with your Neighborhood Council\, whether as a board member or by joining a committee as a stakeholder. Board members are selected by election or appointment. Elections occur every two years\, and half of the board seats are on the ballot. Once elected\, board members serve for four years. Board members are expected to complete all required training\, attend monthly board meetings\, actively serve on at least one of the NCWP committees and proactively participate in matters within our community.
